LABOR CATEGORY DESCRIPTIONS

ADMINISTRATIVE SUPPORT SPECIALIST
Directly supports client, Program Manager or Project Manager by maintaining personnel and other files; prepares correspondence, schedules and coordinates travel. Assists in the preparation of presentation graphics and supports the development of contract deliverables and reports by developing and updating graphic presentations to improve the quality and enhance the usability of these documents. Responsible for integrating the graphics generated with automated tools and the deliverable documents.

At a minimum, the individual must possess 3-5 years experience of private sector or military experience as it directly relates to contract performance.

ANALYST
Acts as a technical analyst for specialized functional related projects or activities. Performs or guides the performance of specialized functional support and provides guidance to other Task Order staff members in the performance of support specified in the applicable Task Orders. Participates in preparing briefings and presentations. Participates in the technical review of Task Orders services and post-project evaluations. May advise other staff members in technical matters to ensure user satisfaction with end products. Prepares and delivers presentations to peers, subordinates, and user representatives.

BS or AS degree is preferred, but at a minimum, the individual must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance.

APPLICATION ENGINEER
Analyzes and studies complex logistical system requirements. Designs software tools and subsystems to support software reuse and domain analyses and manages their implementation. Manages software development and support using formal specifications, data flow diagrams, other accepted design techniques, and Computer Aided Software Engineering (CASE) tools. Interprets software requirements and design specifications to code, and integrates and tests software components. Estimates software development costs and schedule. Reviews existing programs and assists in making refinements, reducing operating time, and improving current techniques.

BS or AS degree is preferred, but at a minimum, the individual must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance.

ASSOCIATE ANALYST
Acts as a technical analyst for specialized functional related projects or activities. Performs or guides the performance of specialized functional support and provides guidance to other Task Order staff members in the performance of support specified in the applicable Task Orders. Participates in preparing briefings and presentations. Participates in the technical review of Task Orders services and post-project evaluations. May advise other staff members in technical matters to ensure user satisfaction with end-products. Prepares and delivers presentations to peers, subordinates, and user representatives.

BS or AS degree is preferred, but at a minimum, at a minimum must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance.

BUSINESS PROCESS REENGINEERING SPECIALIST
Applies process improvement and reengineering methodologies and principles to conduct process modernization projects. Duties include activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements. Provides group facilitation, interviewing, training, and provides additional forms of knowledge transfer. May be under the supervision and direction of a Senior Business Process Reengineering Specialist or may work independently.

BS or AS degree is preferred, but at a minimum, the individual must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance.

COMMUNICATIONS NETWORK MANAGER
Evaluates communication hardware and software, troubleshoots LAN/MAN/WAN and other network related problems, provides technical expertise for performance and configuration of networks. Performs general LAN/MAN/WAN administration, provides technical leadership in the integration and test of complex large-scale computer integrated networks. Schedules conversions and cutovers. Oversees network control center. Supervises maintenance of systems. Coordinates with all responsible users and sites. Supervises staff.

At a minimum a Bachelor's Degree in Computer Science, Information systems, Engineering, Business, or other related discipline with a minimum of seven years experience of which five years must be specialized. Specialized experience includes protocol analysis, knowledge of OSI protocols particularly TCP/IP, X.25. X.400, X.500. Experience with ATM, frame relay, and other knowledge with bridges, routers, gateways, FDDI, detailed knowledge of UNIX operating systems. Experience as a CNE or ECNE desirable. Specialized experience also includes: supervising the operation and maintenance of communication network systems, which may be mainframe, mini, or client/server, based. General experience includes all aspects of communication networks planning, installation, and support.

COMPUTER SYSTEM ANALYST I-III
Analyzes and develops computer software possessing a wide range of capabilities, including numerous engineering, business and records management functions. Develops plans for automated functional systems from project inception to conclusion. Analyzes user interfaces, maintain hardware and software performance tuning, analyze downtimes, analyze proposed systems modifications, upgrades and new COTS. Analyzes the problem and the information to be processed. Defines the problem and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs and tests. Develops in conjunction with functional users, system alternative solutions.

CSA II-III - BS degree is preferred, but at a minimum, the individual must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance.
CSA I - BS degree is preferred, but at a minimum, the individual must possess 3-5 years experience of private sector or military experience as it directly relates to contract performance.

DATABASE MANAGEMENT SPECIALIST
Provides highly technical expertise in the use of DBMS. Evaluates and recommends available DBMS products and services to support validated user requirements. Defines file organization, indexing and security procedures for specific user applications.

BS degree is preferred, but at a minimum, the individual must possess 3-5 years experience of private sector or military experience as it directly relates to contract performance.

MAINTENANCE MANAGEMENT SPECIALIST
Will possess a thorough knowledge of the sources, responsibilities, and various means for providing advice or assistance in resolving Army maintenance problems. Be familiar with the various levels of Army maintenance and the level of skill required at each of those levels, to include division and installation DOL operations. Will have knowledge of the regulations and policies governing source of repair determinations, depot maintenance cycles and maintenance work order requirements. This person will possess strong interpersonal skills necessary for influencing others to accomplish the organizational missions and encouraging teamwork. Will require competent oral and written communication skills necessary for presenting analyses, reports, and briefings in a comprehensive manner.

BS or AS degree is preferred, but at a minimum, the individual must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance.

OPERATIONS MANAGER
Manages computer operations. Ensures production schedules are met. Ensures effective use of computer system resources. Coordinates the resolution of production-related problems. Establishes proper relationships between customers, teaming partners, and vendors to facilitate the delivery of information technology services. Provides users with computer output. Supervises staff operations.

BS degree in Computer Science, Information Systems, Engineering, Business, or other related discipline is preferred, but at a minimum, the individual must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance. Specialized experience includes: supervision and operations experience on a large-scale computer system, knowledge of hardware, software, and operating systems. General experience includes operations experience on a large-scale computer system or a multi-server local area network.

PLANNER (LOGISTICAL, INTELLIGENCE, OPERATIONAL, TRAINING, PERSONNEL)
Serves as functional planner in the development and implementation of strategic, operational, and/or tactical level plans i.e. (Operational, Exercise, etc.). Reviews plans, orders, and or directives from higher and lateral organizations to identify specified, implied, and assumed tasks. Analyzes missions and functions of a variety of units to identify mission essential tasks. Prepares essential input to a variety of planning documents, operations orders, exercises directives, and or other references. Coordinates, monitors the conduct, and evaluates performance and outcomes of planning efforts; Plans comprehensive programs designed to practice and assess multi-level organizational mobilization planning and execution capability. Participates in planning, preparation, and delivery of collateral multi-discipline, multi-echelon staff training to help better prepare target organizations to obtain maximum benefit from participation in training or other functional activities. Developed generic and specific exercise scenarios, control instructions, and task implementers. Manages specific activities relating to employment of exercise observers/controllers, capture of lessons learned, conduct of after action reviews, and identification of remedial action program requirements. Oversees the application of deliberate planning and the development and introduction of crisis management team planning. Monitors and evaluates actual execution in support of the time sensitive plans. Prepares and delivers formal and informal presentations of planning actions and or responsibilities.

BS or AS degree is preferred, but at a minimum, the individual shall possess at least 3-5 years of private sector or military experience directly related to contract performance.

PRINCIPAL ANALYST
Supervise and participate as a senior technical analyst and advisor for specialized functional related projects or activities such as logistical, intelligence, operational, training, finance, personnel, information technology, etc. areas of expertise. Participates in identification and description of user requirements. Participates in determination and generation of data requirements. Participates in functional process descriptions. Prepares models/designs. Performs input/output design. Participates in analysis of functional descriptions, user documentation, and/or training materials. Performs or guides the performance of specialized functional support and provides guidance to other Task Order staff members in the performance of support specified in the applicable Task Orders. Participates in the technical review of task Order services and post-project evaluations. May advise the Program or Project Manager in technical matters to ensure user satisfaction with end-products.

BS degree is preferred, but at a minimum, the individual must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance.

PROGRAM MANAGER
Serves as the Contractor counterpart to the Government program/technical manager. This individual represents senior level management whose competency concerning effectiveness and efficiency in managing dedicated overall program activity is paramount to contract success. Manages substantial program/technical support operations involving multiple projects/task orders and personnel at diverse locations. Organizes, directs, and coordinates planning and execution of all program/technical support activities. Shall have demonstrated information technology expertise and communications skills to be able to interface with all levels of management. Simultaneously plans and manages the transition of several highly technical projects. Establishes and alters (as necessary) management structure to effectively direct program/technical support activities. Meets and confers with Government management officials regarding the status of specific Contractor program/technical activities and problems, issues or conflicts regarding resolution.
Qualifications must be commensurate to the level of education and expertise necessary to manage and oversee program requirements of a magnitude proportional to this contract. A BS degree in Business, Purchasing, or Management is preferred, but at a minimum, the individual must possess 5-8 years of private sector or military experience directly related to contract performance.

PROJECT MANAGER
Provides competent leadership and responsible program direction through successful performance of a variety of detailed, diverse elements of project transitioning. Directs completion of tasks within estimated periods and budget constraints. Schedules and assigns duties to subordinates and subcontractors and ensures assignments are completed as directed Enforces work standards and reviews/resolves work discrepancies to ensure compliance with contract requirements. Interfaces with the Contractor's Program manager as well as Government management personnel including, but not limited to, the Contracting Officer and the Contracting Officer's Technical Representative. Reports in writing and orally to contractor management and Government representatives.

Qualifications must be commensurate to the level of education and expertise necessary to manage and oversee program requirements of a magnitude proportional to this contract. A BS or AS in Business or Management is preferred, but at a minimum, the individual shall have at least 5-8 years of private sector or military experience as it directly relates to contract performance.

Participates in preparing briefings and presentations. Participates in the technical review of Task Orders services and post-project evaluations. May advise the Program Manager and/or the Project managers in technical matters to ensure user satisfaction with end-products. Prepares and delivers presentations to peers, subordinates, and user representatives.

BS or AS degree is preferred, but at a minimum, at a minimum, the individual must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance.

SUPPLY MANAGEMENT SPECIALIST
Will possess a thorough of the sources, responsibilities, and various means for providing advice or assistance in resolving Army supply problems. The SMS will have expertise in requisitioning under the Military Standard Requisitioning and Issue (MILSTRIP) system, warehousing, receiving, materials handling, issuing, and transporting. The SMS will be familiar with standard automated Army supply systems such as SARSS, CCSS, SDS, ULLS, MRDB and LIF. The SMS will have knowledge of the process of inventory accounting, physical inventory, location survey, preservation and packaging of materials designated for issue. This person will possess strong interpersonal skills necessary for influencing others to accomplish the organizational missions and encouraging teamwork. Will require competent oral and written communication skills necessary for presenting analyses, reports and briefings in a comprehensive manner.

BS or AS degree is preferred, but at a minimum, the individual must possess 5-8 years experience of private sector or military experience as it directly relates to contract performance.

SUPPLY TECHNICIAN
Performs limited aspects of technical supply management work such as inventory management, storage management, cataloging, property utilization related to depot, local, or other supply activities. Work usually is segregated by commodity area or function and controlled in terms of difficulty, complexity, or responsibility.

At a minimum, the individual must possess 3-5 years experience of private sector or military experience as it directly relates to contract performance.
